1) Enable editing in your course. 

2) Select Add an activity or resource at the bottom of your course or section. 

3) Select Panopto Student Assignment from the list.

4) Configure the name, description, submissions dates and times, and grade settings. Select one of the Save options at the bottom of the page. 

Students will select that activity and submit their videos. There are instructions on the Student's Training Resources tile accessible from the main page of Moodle.
